Give Every Child A Chance Tutoring & Expanded Learning Programs began in October 1997 after meetings with community leaders led to the formation of Give Every Child A Chance. The organization states that every child should be given a chance to be successful and that community volunteers working as academic mentors and tutors, together with school districts, provide assistance to children struggling in school so they can improve academically and become successful lifelong learners. The TEACH Program pairs students earning below-average grades with dedicated volunteer mentors for weekly one-on-one sessions, and health education has been a core part of all three Afterschool Program sites at River Islands Academies since 2007. The Before & Afterschool Program offers elementary students a safe, structured, fun environment beyond the regular school day, and the Before High School Program offers high school students a safe, structured, and enriching environment to begin their day, with a strong focus on social-emotional learning. The organization describes its programs as strengthening students academically, socially, and physically through a balanced blend of activities and describes itself as a premier youth-serving organization committed to delivering superior, responsive programs supported by volunteers, staff, and its Board of Directors.

Give Every Child A Chance works in partnership with River Islands Academies and the Manteca Unified School District to lead expanded learning efforts across the South San Joaquin Valley. The organization offers annual Service Challenge Scholarships that recognize students for dedication, service, and academic effort and support local high school students pursuing their educational goals. Volunteer opportunities include mentoring or tutoring a child and helping at community events, and sponsors can support Give Every Child A Chance events while gaining visibility, recognition, and community engagement opportunities.

Parents and students have shared that a tutor “is so amazing that my son talks about how he looks forward to going to his tutoring,” that a tutor “makes me understand my math assignment a lot more than what I know in the beginning,” and that a student “has been improving in all aspects ever since she started tutoring.” One student described their tutor as “the best teacher in the world” and wished that tutor “a great year.” The organization’s founder is Antone E. Raymus, and the founding Board Members in 1997 were Antone E. Raymus, Anita Rankin, Chuck Crutchfield, Bill Pinto, Francis Darling, Bill Jones, Sandy Dye-Miller, Gordon Richardson, Evelyn Moore, Pastor Mark Rindels, Rex Osborn, Cheryl Spiegel, Carlon Perry, Claire Yeakel, and Honorable Judge Duane Martin. Honorary Board Members posthumously include Antone E. Raymus, Honorable Judge Duane Martin, Bill Jones, John Harris, Claire Yeakel, Francis Darling, Chuck Crutchfield, Jack Snyder, Bill Pinto, Mary Lou Kahl, and Pastor Mark Rindels.
