ECS Head Start, Early Head Start, and State Preschool offers high-quality early childhood and family education at no cost to qualifying families. ECS Head Start students learn and play together, developing academic, social, and emotional skills through comprehensive services. Early Head Start provides parenting classes, individualized plans for children, and transition services for children moving on to preschool.
• Ages: 0–5 years old
• Schedule: Head Start options include Home-Based with individualized weekly home visits and two monthly group socializations, and Center-Based with extended day (6.5 hours) or part day (3.5 hours). Early Head Start options include services for expectant families with home visits twice a month, prenatal classes, individualized postpartum home visits, Home-Based with weekly family home visits and two monthly group socializations, and Center-Based extended day services five days per week for children 2 to 3 years of age.

ECS Head Start provides comprehensive services to children ages 3–5 years of age. ECS Early Head Start focuses on children from birth to three years of age, as well as pregnant and postpartum women. Wraparound services across these programs include family and community engagement programs, parenting education opportunities, child developmental screenings, services for children with disabilities, services for pregnant women, behavioral health services, referrals, and other comprehensive developmental services. More than 2,000 families in San Diego are served each year through these programs, which are federally funded.
Episcopal Community Services was originally founded in 1927, expanded its scope in 1954, and was incorporated in 1955. The organization’s mission is to break barriers and transform communities through programs rooted in its tradition of action and faith in God. ECS provides over $45 million in health and human services in homelessness, mental health, substance use treatment, and early childhood education, impacting more than 10,500 clients and family members in the San Diego region. ECS programs support and engage clients through wraparound services, parenting tools, and behavioral health support, and address substance use, homelessness, and poverty through emergency help, transitional housing, and behavioral and mental health care. The leadership team includes CEO Elizabeth Wilberg and Adrienne Wilkerson, VP of Strategic Engagement.
