Since 2008, BASE Programs has operated as a 501(c)3 nonprofit organization. The program states a mission of empowering youth to reach their greatest potential by becoming lifelong learners. It is built on the framework established by the California Department of Education and based on guidelines released by the California Department of Education for Expanded Learning Programs in 2014. BASE Programs offers before and after school enrichment and 21st Century expanded learning programs that include academics, athletics, and enrichment, and focuses on learning that extends beyond the school day. The program describes its approach as creating meaningful experiences, encouraging imagination, cultivating curiosity, and sparking creativity, with an emphasis on 21st century skills such as imagination and curiosity, empathy and global stewardship, initiative and entrepreneurship, problem solving and critical thinking, effective communication skills, agility and adaptability, collaboration across networks, and intentionally engaged learning. The program is made possible through an ongoing partnership with Oceanside Unified School District and San Diego County Office of Education.
