San Mateo PAL was founded in 1997 through a partnership with the San Mateo Police Department and the San Mateo Parks and Recreation Department. Its mission is to “Build the Bond between Cops and Kids” in collaboration with community partners, and it states that it strives to create a safer society while promoting the physical, social and psychological development of youth. The organization is supported by a volunteer Board of Directors and staff consisting of Police Officers, Parks and Recreation Staff, and City Employees, and it serves over a thousand young people and their families each year. PAL provides activities for kids ages 5–18 who live or attend school in San Mateo and in the surrounding community, and offers a variety of supervised recreational, social, educational, and enrichment activities, and mental health and human services. School Resource Officers are assigned to San Mateo public middle schools and high schools and serve as educators, mentors, and safety advocates. PAL states that its programs are accessible and affordable, particularly for youth from vulnerable neighborhoods, and that it aims to keep young people engaged in positive activities, stay in school, and avoid harmful influences such as drugs, gangs, and other risky behaviors.

Junior Giants focuses on teaching fundamentals of the game while helping players build confidence, leadership skills, teamwork, and character. The Mental Health Matters 5K and Wellness Fair is held in collaboration with Stride for Awareness, and the San Mateo City Council recognized the 10th anniversary of this event. A proclamation dated May 18, 2026, signed by San Mateo mayor Adam Lorraine, recognized the 10th anniversary of the Mental Health Matters 5K and Wellness Fair. Program testimonials include the statements, “Our most important resource is the youth of our Community.” from Bob Binn and “San Mateo PAL responds to the critical needs of our youth!” from Al Landucci.
