At Santa Clarita Youth Soccer League, the stated mission is that youth should receive a fair, optimal soccer experience, with the league geared towards children having fun, developing soccer skills, and balanced teams. All divisions are co-ed. The league uses a rating system at each initial evaluation where entering players are color coded as beginner (green), intermediate (blue), advanced (red), or somewhere in between, and this rating system is used as a guide when developing balanced teams. All coaches must pass a background check to coach, and volunteer coaches can receive help on how to coach their teams or can use their own programs and train their teams their own way.
The league has a zero tolerance policy to prevent physical assault and verbal abuse during events. Teasing, taunting, disrespect, foul language, and bullying of any kind (cyber, physical, or verbal) are not tolerated. No one may disrespect any referee for any call, and no parent may challenge any call made by a referee. Referees will give one warning (yellow card), and any spectator out of control can be red carded and asked to leave by the referee, coach, or commissioner. No fighting is tolerated, and local authorities will be contacted in the event of an unnecessary physical altercation. No child abuse (emotional, physical, cyber, neglect) is tolerated by any parent, coach, player, or spectator at any game, practice, or league event.
The 4U division (ages 3–4) is a non-competitive, developmental division that uses ball size 3. In 4U, games consist of four 6-minute quarters, with 1-minute breaks between quarters and a 2-minute halftime. In this division there are no offsides, no slide tackles, no headers, and no penalty kicks. The 4U division allows free substitutions, but the game must be stopped for substitutions. Each 4U team has 5 players, playing 3v3, and there are no goalies. Each 4U team will have a coach on the field acting as both coach and referee, and no spectators are allowed behind the goals. For 4U, equipment includes soccer cleats with no metal, shin guards, no jewelry, and glasses should have a strap for both practices and games. Fields must be trash free after games. All parents must bring snacks for their own children in 4U, and game times are strictly enforced with a 15-minute wait time before forfeit.
The 5YO ONLY division is non-competitive and uses ball size 3. Games in this division are four 7-minute quarters with 1-minute breaks and 2-minute halftime breaks. Every child in the 5YO ONLY division must play 14 minutes. This division allows free substitutions, but the game must be stopped for substitutions. In 5YO ONLY, there are no yellow or red cards, no headers, and no slide tackles. In this division there are no goalkeepers. Opposing players must back up 20 yards from the goal line after the goalkeeper has possession of the ball (build out) and must also back up 20 yards from the goal line for goal kicks (build out). The 5YO ONLY division has 6 players per team, playing 4v4.
