Palm Harbor Parks & Recreation is managed by the nonprofit Palm Harbor Community Services Agency (PHCSA), which was established in 1985 according to Pinellas County Ordinance 85-28. The Palm Harbor Recreation League was founded in 1980, and the Senior Center (The Centre) opened in 1999. Putnam Park has been managed by Palm Harbor Recreation since 1993, Pop Stansell Park joined Palm Harbor Parks and Recreation in 2012, and Rheba Sutton White Chapel and Harbor Hall have been managed by Palm Harbor Parks and Recreation since 2015. Palm Harbor Parks & Recreation states a mission of serving the community with five parks, a variety of activities, and a commitment to fun for everyone.

Palm Harbor Parks & Recreation is proudly managed by PHCSA, which was established to provide library and recreation services to Palm Harbor Community Services District residents. The Penny for Pinellas program, state grants, and the North Pinellas Community Action Council contributed to the Senior Center. Local residents and several local businesses supported the creation of Sunderman Park through fundraising and construction efforts. Pop Stansell Park and Rheba Sutton White Chapel and Harbor Hall are part of a downtown revitalization effort, and PHCSA gives thanks to community partners who help Palm Harbor Parks & Recreation. The PHCSA Board of Directors is an eight-member volunteer board with directors appointed by various local bodies and serving two-year terms, and PHCSA meets on the third Wednesday of each month with meetings open to the public.

The leadership team for Palm Harbor Parks & Recreation includes Erica Lynford, CPRP, Director; Trish Harrison, CPRP, Assistant Director; Steven Lynford, Recreation Supervisor; Cindy Saathoff, Recreation Coordinator; Beth Schaller, HR Coordinator; Jodie Gilby, Rental Specialist; Anne Neiberger, Recreation Leader 2, Programming; Melanie Chavez, Events & Volunteer Coordinator; and Ed Hooker, Facilities Coordinator.
