The Elk River Parks and Recreation NFL Flag Football League operates in collaboration with the Elk River Youth Football Association and is part of the official NFL Flag program. Flag football is a co-ed, non-contact recreational league open to boys and girls in grades PreK–8th Grade, and no experience is necessary. All flag football participants receive an official NFL Flag reversible jersey and flag belt, and players receive a team jersey featuring official NFL team logos. Games are coached by parent volunteers who emphasize sportsmanship, teamwork, and player development, and teams are formed each year with a draft of talent to create teams of equal talent. Each participant learns to play positions on offense and defense during the season, with a focus on skill-building, positive coaching, and having fun in flag football. Volunteer coaches receive exclusive incentives.

Performance Training Camps are hosted in partnership with N1 Motion and are designed specifically for Elk River Youth Football athletes in grades 2–8 for the 2025–26 school year, and are open to all positions. Offseason coaching clinics run from 6:00 PM to 8:00 PM on February 9th, March 9th, April 13th, May 11th, June 8th, July 13th, and August 3rd, with locations to be announced.

The Elk River Youth Football Association is a volunteer-run organization. The program states that it is committed to ensuring a positive youth tackle football experience and advancing player safety each year by providing league-wide coaching education and teaching resources that benefit players, parents, and coaches. The program is also described as contributing to development in sense of achievement, leadership skills, sense of teamwork, positive self-image, moral principles, appreciation of what the body can do, social skills, and understanding that character needs to be the same on and off the football field.
