Minneapolis Public Schools Early Childhood Preschool Programs (High Five and Three School) include the High Five preschool program and the Three School preschool program. High Five is a preschool program for 4–5 year olds with a teacher-student ratio of 2:20, with 20 students per class maximum, 1 licensed teacher, and 1 associate educator. Three School is a preschool program for 3-year olds with a teacher-student ratio of 3:20, with 20 students per class maximum, 1 licensed teacher, and 2 associate educators.

• Schedule: High Five hours are either full or half day, depending on location; Three School is a half-day preschool program.
• Price: Each family must complete a Preschool Fee Agreement, which determines the fee amount collected monthly for enrollment in preschool programming; the fee amount is determined by family income and family size; the fee for High Five is waived for children who qualify for Educational Benefits or who receive Early Childhood Special Education services; families that do not qualify for Educational Benefits are charged based on the sliding fee scale; no child will be excluded because of their family's inability to pay.
The programs are taught by teachers that hold Minnesota State Licensure. The Early Childhood Education Department states that it provides preschool programs that prepare children for an easy transition to kindergarten and long-term academic success by focusing on the whole child and using researched-based and age-appropriate lessons based on the Early Childhood Indicators of Progress. The programs have a four-star Parent Aware rating. Some preschool programs have a staff-student ratio of 2:20, and options include half-day or full-day schedules, Spanish Dual Immersion Programs, and Dakota or Ojibwe language instruction. The programs include ECFE Parent Education, Early Childhood Special Education (ECSE) inclusion, breakfast and/or lunch, and free transportation for students to their community school, with free transportation available for children that live in the school attendance boundaries for High Five and Three School, and age requirements for High Five and Three School are not negotiable.
