Oswego City-County Youth Bureau Parks & Recreation operates several recreation sites and programs through its Parks and Recreation division. The division is responsible for Camp Hollis, which offers Overnight and Day Camp Programs, as well as Camp Zerbe, Legends Fields Complex, and Independence Trail. It also enhances local municipal recreation summer programs, including drop-in programs in the parks in Fulton and Oswego, and provides children's performers through Traveling Arts in the Parks.

The Parks and Recreation division is part of the Oswego County Youth Bureau, which was established by Oswego County resolution number 147 in 1974, consolidating a county department with the Oswego County Youth Bureau that had been in existence since 1963. The mission of the Oswego County Youth Bureau is to contribute to a collaborative network of effective, integrated programs and services, to coordinate comprehensive county-wide youth and family services planning, to provide direct and indirect services and activities for youth and families, to improve the quality of life for individuals, families and the community, and to empower youth to become responsible members of society. The Executive Director of the Oswego County Youth Bureau is Brian Chetney. The NYS Office of Children and Family Services, Oswego County, Center for Instruction, Technology & Innovation, USDA Summer Feeding, federal AmeriCorps, program sponsors, and fees fund the Youth Bureau and Parks & Recreation services, and the Youth Bureau also applies for other grants as they become available. The Youth Bureau Executive Director is the chair of the Workforce Development Board of Oswego County Youth Committee and serves as the Runaway and Homeless Coordinator for Oswego County, and the Youth Bureau coordinates services for runaway and homeless youth in Oswego County. The Oswego City-County Youth Bureau is seeking donations of gently used books for the Little Free Library Program.
