Oswego City-County Youth Bureau Parks & Recreation offers programs such as the Leadership Oswego County Youth program, County Youth Advisory Council, AmeriCorps program, Little Free Libraries, Lego Club, the Springboard Mural Project, drop-in programs in parks in Fulton and Oswego, and Traveling Arts in the Parks. The Parks and Recreation division operates Camp Hollis, Camp Zerbe, Legends Fields Complex, and Independence Trail as part of its services.

The Parks and Recreation division of the Youth Bureau is responsible for operating Camp Hollis as a residential camp, Camp Zerbe as a nature park, Legends Fields Complex as a six-field, lighted complex, and Independence Trail as a nature trail adjacent to Independence Station. The division also enhances local municipal recreation summer programs, including drop-in programs in the parks in Fulton and Oswego, and is seeking donations of gently used books for the Little Free Library Program.
The Oswego City-County Youth Bureau was established by Oswego County resolution number 147 in 1974, consolidating a new county department with the Oswego City Youth Bureau that had been in existence since 1963. The mission of the Oswego County Youth Bureau is to contribute to a collaborative network of effective, integrated programs and services, to coordinate comprehensive county-wide youth and family services planning, to provide direct and indirect services and activities for youth and families, to improve the quality of life for individuals, families and the community, and to empower youth to become responsible members of society.
The Youth Bureau Board of Directors allocates funds from the New York State Office of Children and Family Services to community agencies for youth development initiatives and recreation programs and coordinates services for runaway and homeless youth in Oswego County. The Youth Bureau and Parks & Recreation services are funded by the New York State Office of Children and Family Services, Oswego City, Oswego County, the Center for Instruction, Technology & Innovation, USDA Summer Feeding, federal AmeriCorps, program sponsors, fees, and other grants as they become available. The Executive Director of the Oswego County Youth Bureau is Brian Chetney, who also serves as chair of the Workforce Development Board of Oswego County Youth Committee and as the Runaway and Homeless Coordinator for Oswego County.
