The Portland Trail Blazers' Rip City Hoops youth basketball program is described as being dedicated to providing a safe, fun environment where youth can learn the game in a respectful, supportive setting. Assistance is available to qualified participants because the organization states that everyone deserves a chance to be a community member regardless of an individual’s ability to pay.
