Rose City Baseball Club was established in 2014. The club was founded out of the desire from local players and families for an organization that provided a higher level of instruction and skill development and that offered more than can be provided in the recreational setting. Its stated goal is to provide a quality experience that is both local and affordable and to supplement the regular season by providing contact with some of the best coaches in the Metro area.

Head coaches are Mark Hills and Jeff Bard, with core coaches listed as Jeff Bard, Mark Hills, and Chase Franks. The head coaches have a strong history of success in developing local baseball talent and as coaches in the Concordia University baseball team, Clackamas Community College, and national showcases. Coach Jeff Bard was named as the head coach for the newly revived men's collegiate baseball program at Warner Pacific University in Portland, Oregon. The club notes that their candid and charismatic approach to youth players has led to a following of motivated and successful baseballers. The program specifically welcomes NE Portland baseball players to Rose City Baseball Club and states that it is not meant to replace local leagues, but to supplement the regular season.
