PICO Football Camps was founded in 1998 by Aitaoto “Ace” Salu, with the assistance of Tafito Salu and Fa’asaoina Talalemotu, and the Pacific Island Community of Oregon started its annual sports camp in 1999. The mission of PICO Instructional Football Camp is to teach and develop football skills and fundamentals to student-athletes while fostering and nurturing them through education and cultural awareness to become men and women of substance. In 1998, PICO, in collaboration with the International Refugee Center of Oregon and with a grant from the city of Portland, funded the first PICO Learning Center, which served over 100 Asian and Pacific Islander students in the Portland Public School District. The program states that its summer camp is five days of enhancing athletic skills, broadening social skills, and providing a safe, drug-free environment, and that youth at camp learn and begin demonstrating positive leadership, team-building skills, social appropriateness, and role modeling for younger peers. PICO also states that through empowerment strategies and group-building activities, individuals in the program are taught to advocate for themselves, and that sports was the tool that brought youth to camp, but that PICO camp is much more than learning to play a sport. PICO prohibits discrimination based on age, color, creed, disability, marital status, national origin, race, religion, sex, and sexual orientation.
