Fort Bliss Child & Youth Services (CYS) offers a wide range of activities, including Youth Sports Plex: Winter Volleyball, Thunder Volleyball Open League, Rock Climbing Rough and Ready Hills, Bowl Me Over, Kids Day on the Wall, and Snow Sledding. The program also includes events and classes such as Art & Hobby Galantines Hand Built Mug Class With Vanessa Clark, MYC Painting Ceramics, Dungeons & Dragons, Strength in Sisterhood, Big Game Bash, The Big Game + Madden 26 Tourna-Bowl, Commander's Cup E Sports Tournament, Run For The Fallen, Wine Tour, Sports Officials Clinics 2026, and a Valentine's Day Dinner. Youth performing babysitting for siblings or other children take the babysitting course offered through SKIES Unlimited, which certifies them in First Aid and CPR.

Fort Bliss Child & Youth Services states that its mission is to provide affordable, high-quality age-appropriate recreational and learning programs that incorporate character building concepts through activities and social interaction for all children. Programs listed under CYS include Child Development Services, Youth Programs, Family Child Care (FCC), School Support Services, SKIESUnlimited, Youth Education Support Services (YESS), School Age Services (SAS), and Youth Sports. Volunteers are always needed in CYS facilities to help make the programs a success.

Fort Bliss Policy on Supervision of Children/Home Alone specifies age-based supervision rules and curfew policies, and Ft. Bliss enforces a policy that outlines at what ages or times children and youth can be left alone or in charge of siblings. It is against Fort Bliss Policy to leave children unattended in a vehicle, and it is against policy to leave a vehicle running when unattended by an adult, with the directive to never leave a child unattended in any vehicle. All volunteers, including therapists, college students, foster grandparents, contractors, and foreign nationals, regardless of hours, must have background checks completed before working in a room or coaching, and foreign nationals must supply a Letter of Good Conduct from their home country with the background check request.
