Cloverbuds are in kindergarten through second grade, and Regular Members are in third grade through the year following high school. 4-H is open to all boys and girls from kindergarten through one year past high school graduation, regardless of race, color, national origin, sex, age, or ability, and both rural and urban youth participate in the program. 4-H is a non-profit organization with a small membership fee that varies from club to club, along with nominal charges for project literature and special activities.

Monroe County 4-H is part of University of Wisconsin-Extension 4-H Youth Development programs, which are delivered directly through more than 20,000 adult volunteers in neighborhood 4-H clubs or groups and through collaboration with other local organizations. The mission of the program is: “We teach, learn, lead and serve, connecting people with the University of Wisconsin, and engaging with them in transforming lives and communities.” The University of Wisconsin–Madison Division of Extension provides equal opportunities in employment and programming in compliance with state and federal law.
