Covina Police Department Programs includes the Explorer Program for youth in the community. It also includes a Community Academy, a seven-week Citizens Academy, and a Volunteer program for local residents.

- Volunteer program — local residents · Provides classroom training performed by Police personnel, as well as peer-training in various functions that volunteers are required to perform.
