LBCIL Child Development Centers – State Subsidized Child Care & Development Services offers state subsidized child care and development programs for children ages 2.5–5 and 6–13. The program provides free breakfast, lunch, and afternoon snacks through the Child Care Food Program, including breakfast, a hot lunch, and a nutritious afternoon snack prepared by chefs in on-site fully equipped state-of-the-art kitchen facilities. The program uses a Developmentally Appropriate Curriculum and the California Department of Education Developmental Profile Tool “DRDP” to assess children’s progress on an ongoing basis, and parents receive formal written Child’s Progress Reports based on DRDP findings twice a year.

The program offers Before and After School Care. It is part of a nonprofit 501(c)(3) community-based social service organization described as the oldest anti-poverty agency in Long Beach, which works with community residents hand in hand and builds partnerships with other community services. LBCIL collaborates with organizations such as the Los Angeles Community Design Center (currently named Abode) and the City of Long Beach Career Transition Center, and has been supported by the City of Long Beach, the City of Signal Hill, and various foundations. The outstanding array of programs provided by CIL has earned praise and acclaim from city, state, and nationally elected officials.

The organization’s mission is to create quality public service programs to empower the community economically, socially, and culturally. LBCIL was founded in the City of Long Beach in 1964, was celebrating its 40th anniversary in 2004, is referred to as having a fifty-year history, and established its Signal Hill facility in 2004. CIL was the first Head Start Program in the entire western region and is located in Priority 1, Service Planning Area 8, according to the Los Angeles County Local Planning Councils Priority in need of subsidized childcare services.

The leadership team includes Executive Director Dr. Farahnaz Khaleghi, LBCIL Board Chair Mr. Ahmed Saafir, Board Member Reverend Dr. Phyllis Hayes-Reams, LBCIL Board Emeritus Member Dr. Ruth Hayes (deceased), and CDCP Program Coordinator Laura Sidney. Participants in the Child Development Careers Project must successfully pass an interview, fingerprinting and background check, child abuse clearance, and a TB test. The Child Development Careers Project has trained CalWORKs/TANF participants for careers as early childhood educators.

One participant stated, “I am enrolled in a course which allows me to learn about Child Development and the history of early childhood, from disorders to behavior to intelligence. Because of all the wonderful things I have learned, I will be able to be the best child care provider or teacher that I can be.” Another participant shared, “The Child Development classes have helped me with my own family. I'm more loving and patient and am trying to set a good example for my child to follow. What he sees and learns at home will determine his outlook on life. One day, I will be the Administrator of a Child Development Program.”
