TOPSoccer is intended to bring the opportunity of learning and playing soccer to any boy or girl with disabilities, with an emphasis on development, training, and meaningful participation rather than on competition. A New Jersey Youth Soccer recognized program has a minimum of five registered athletes, with TOPSoccer coaches paired with no more than five athletes and TOPSoccer buddies paired with no more than two athletes. All participants are reported to New Jersey Youth Soccer within one week of the start of the program to ensure proper insurance coverage.

A New Jersey Youth Soccer recognized program has at least one TOPSoccer Coach who has completed the TOPSoccer Coaching Course, and all coaches are 18 years of age or older and follow minimum guidelines for risk management. A recognized program also has at least one TOPSoccer Buddy who has successfully completed the TOPSoccer Buddy Training, and buddies are under the age of 18 years old.
