The Tutor Program connects K–12 children and youth with trauma-informed volunteer tutors. Tutors help with assignments, help with foundational skills, and support planning for college or careers. Tutors meet in person with students once a week.

Child Advocates of Contra Costa County operates the Tutor Program and is dedicated to providing programs and support for abused and neglected children in foster care to help every child find a permanent home and complete their education. The Tutor Program focuses on children and youth in foster care and the juvenile justice systems and uses volunteers trained in trauma-informed practices. Child Advocates of Contra Costa County has received a Platinum rating from Guidestar and a four-star rating from Charity Navigator. In 1977, Seattle Juvenile Court Judge David Soukup envisioned the first Court Appointed Special Advocates (CASA) program, and in 1981 Contra Costa County established one of the first CASA organizations under Judge Richard Patsey, later becoming Court Appointed Special Advocates of Contra Costa County in 2001 and Child Advocates of Contra Costa County in February 2025. In partnership with the Department of Public Health, Children and Family Services, and Contra Costa Health, Child Advocates of Contra Costa County provides information on contraception, STIs, consent, healthy relationships, and referrals to trusted providers for youth in foster care.
