The Aquatic Center, which runs Youth Boating Camps, was established in 1981 and has been involved with youth programs for over 40 years. Its stated mission is to provide high quality boating and safety programs through education, recreation, and competition. The Aquatic Center is a National Boating Instruction Safety Center and a regional boating instruction safety center as part of a program funded by the California Department of Boating and Waterways, and it has received the Boating Education Advancement Award from the National Safe Boating Council and Western States Boating Administrators Association. It is recognized as the benchmark for boating safety and focuses on creating high-quality camp experiences in a safe, fun, and enriching experience.

Youth Boating Camps is part of a cooperative operation that includes Associated Students Inc. of California State University, Sacramento, the University Union of Sac State, the California Division of Boating and Waterways, the California Department of Parks and Recreation, the Bureau of Reclamation, and the community. The Aquatic Center is open to the general public, and students, faculty, staff, and alumni of Sac State receive a discount with a Sac State identification card.

For every week of summer camp, a Parents Night on the Water is offered on the Thursday of that week. For Summer 2026, the Personal Water Craft (“Jet Ski”) Camp has been cancelled due to limited resources, and Summer 2026 camp registration opens February 11, 2026. Campers have their photo taken Monday morning for a camper magnet that is given out on Friday, and ice cream is available for purchase each afternoon during pick up. A Counselor-in-Training (C.I.T.) program is available for previous campers ages 14 to 17.

Families are asked to send campers with lunch (in a small cooler, as there is no refrigeration), sun block, a refillable water bottle, lip balm, a beach towel, bathing suit, t-shirt and shorts, a hat or visor, aquatic shoes with a heel strap such as Teva sandals (bare feet are not permitted), sunglasses with floaties or a neck strap, and warm clothes for cool mornings. It is noted that labeling belongings and bringing them in a bag is helpful, and the Aquatic Center is not responsible for lost or stolen items and does not recommend bringing valuables. Camper packets must be completely filled out with original signatures and brought on the first day; without the completed packet, the camper is not eligible to participate in activities. Parents must sign campers in each morning and sign them out each afternoon, campers are not allowed to leave on their own or wait unsupervised, and a permission slip form is required if a camper will arrive or depart with anyone other than the parents listed on the camper packet.

The leadership team for the Aquatic Center includes Brian Dulgar, Director; Cindi Dulgar, Associate Director; Heather Wilhelmi, Operations Manager; DeDe Birch, Rowing Manager; Russell Moran, Facilities/Shop Supervisor; Katie Ellis, Administrative Specialist; John Tran, Operations Assistant; and Emily Jakel, Water Front Program Specialist.
